Role Synopsis
We are seeking an HR Manager to lead and manage our HR operations in the Middle East, specifically in the United Arab Emirates (UAE) and Qatar. In this role, you will be responsible for delivering a safe, efficient, and profitable performance that aligns with our business objectives in a highly competitive market. Your focus will encompass the complete HR cycle, covering Recruitment, Employee Relations, Performance Management, Compensation & Benefits, People Strategy, Emotional Intelligence, and Trust from employees through an open-door policy.
The successful candidate will be a strategic thinker, emphasizing long-term objectives and will play a pivotal role in serving as a strategic partner to our business leaders. This position goes beyond transactional tasks, requiring a proactive approach to implement effective commercial HR solutions, and ensuring our HR function aligns with the organization’s broader objectives.
Key Accountabilities (includes, but not limited to the following):
HR Operations:
- Deliver efficient and tailored HR services in UAE (Abu Dhabi and Dubai) and provide HR support for Qatar.
- Act as the primary HR contact for ME region bases and represent HR on the ME region management team.
- Manage the UAE PRO and Admin team directly, including overseeing PRO for Abu Dhabi and the office administrator in Qatar.
HR Strategy and Talent Acquisition:
- Collaborate with the global HR team to develop regional HR strategies.
- Collaborate with universities and external partners to promote the company and attract top talent.
- Work with the global recruitment team to promote job opportunities and ensure the right people are hired.
- Utilize systems for pre-hiring approvals, candidate screening, and interviews with line managers.
Employee Support, Retention, and Engagement:
- Serve as the advocate for employees, addressing concerns related to retention and effectively managing turnover, leveraging emotional intelligence to assess situations from multiple viewpoints.
- Support Emiratization initiatives by hiring Emiratis via the NAFIS platform.
- Handle the onboarding and offboarding process for new and departing employees, conduct exit interviews, and announce new hires.
- Manage contracts for new employees, including offer letters, contract amendments, promotions, title changes, and reporting line adjustments.
- Update new hire balances and oversee related HR tasks.
- Support employees in acquiring certifications that enhance their job performance, coordinate specific training, and ensure adherence to the GBMS process.
HR Process, KPIs, and Compliance:
- Maintain HR processes, implement policies and handbooks, and facilitate communication with employees and managers.
- Establish and manage HR KPIs aligned with business goals and objectives, continuously monitoring them.
- Ensure a comprehensive understanding of UAE labor law to comply with legal regulations and cooperate with authorities when required, representing the company effectively.
- Manage employee leave, ensuring proper utilization, and utilize Power BI to generate leave reports for analysis, decision-making, and reporting leave balances to line managers.
- Collaborate with the finance department to facilitate financial aspects related to end-of-service payments.
Employee Engagement and Communication:
- Actively engage with employees, keeping them informed about new or ongoing HR projects through the Viva internal communication portal.
- Celebrate UAE and Qatar specific events with employees to enhance employee engagement and foster a sense of community.
- Promote a culture of open communication, inclusion, and an open-door policy to build trust, ensuring employees can confide in HR.
Compliance Requirements

Essential
Skills & Experience
- Profound knowledge of UAE labor laws and regulations
- Strong background in HR operations, strategy, recruitment, and employee support
- Exceptional skills in HR process management, KPIs and compliance
- Effective communication and employee engagement expertise.
- Demonstrable HR experience
- Proficiency in IT skills, including the MS Office suite and a system oriented
- Strong emotional intelligence
- Minimum bachelor’s degree in a related field (e.g., HR, Business, Management).
Preferred
- Network and relationships with regulatory bodies.
- CIPD qualification is a plus.
- Proficiency in Arabic language is preferred.
