The Talent Acquisition Manager will be responsible for recruiting external as well as internal candidates to fill approved vacancies. He/she interacts closely with all hiring managers and runs efficient hiring efforts according the requirements. The person follows the policies and procedures and proposes further improvements according to the best practices. He/she prepares the manpower plan and monitors the fulfilment and budget. He/she further monitors the KPIs and provides regular reports. He/she needs to use the recruitment system efficiently and propose further improvements. Importantly, the person is responsible for developing and implementing strong Emiratization program.

Responsibilities:

  • Develop comprehensive strategic recruitment and retention plans to meet the human capital needs of strategic goals.
  • Develop and define the recruitment plan for senior leadership in consultation with the CEO to ensure the right talent is hired at the right time.
  • Develop and implement the workforce planning strategy and workforce plan, and ensure its alignment with the overall business strategy.
  • Develop a suitable Talent Sourcing Strategy for RAKEZ based on the forecasted Manpower Plan.
  • Maintain workforce planning policies and processes in coordination with the Head of Talent Management.
  • Develop and implement a proactive, strategic and forward-looking plan for the ongoing management of Emiratisation initiatives.
  • Act as a strategic business partner to the other departments by supporting them in building the required capabilities and solving people related issues.
  • Provide ongoing reports on the implementation of the plans to the senior management team.
  • Develop creative recruitment solutions to attract appropriate levels of quality staff.
  • Diversify and manage Talent Sourcing Channels to source for qualified candidates including recruiting agencies, job boards, job fairs, career portal, etc.
  • Develop effective working relationships with leaders at all levels of the organization.
  • Collaborate with hiring managers to develop job profiles for each position.
  • Proactively source and screen top level talent using referral generation, direct sourcing, networking, social media and by marketing roles creatively.
  • Maintain a pipeline of passive candidates for anticipated growth; maintain an ongoing database of candidates at all levels.
  • Review applications, shortlist applicants, implement selection processes, conduct interviews and where necessary involve psychometrics tests and development centers.
  • Guide and train various departments on the best practices of interviews and assessments.
  • Develop the manpower plan at the end of each year and monitor and work with any urgent requirements to ensure the meeting of the budget and overall efficient fulfilment of the plan.
  • Attend career fairs for recruiting and company recognition.
  • Develop competitive college and graduate-level recruitment strategies, execute annual internship programs and participate in new technology venues to attract progressive talent and future leadership pipelines.
  • Use the recruitment systems efficiently, making sure that all data is up to date, and continuously work on improvements to ensure the systemsā€™ full potential is being utilized and they are further developed to make the recruitment process as smooth as possible.
  • Identify and implement scalable technology solutions and process improvements that can address our high-growth and geographically diverse team; deploy a reliable Recruitment automated system that comprises the methodologies, metrics, processes, software tools, and policies that manage the performance of the workforce (Recruitment module in Success Factors).

Qualifications:

  • Masters of Business Administration or Masterā€™s Degree in Human Resources or any relevant degree .
  • Professional certificate in Human Resources (CIPD or similar)
  • Professional membership in HR association
  • Certificate in KF assessment (preferred)
  • Certificate in HOGAN Assessment (preferred)
  • Minimum 7 years of relevant experience in a related field.
  • Minimum 4 years of experience in a senior role in a similar field.
  • Experience working with Success Factors (Recruitment Module) is preferred.
  • Fluency in English is mandatory; Arabic is preferred.
  • Highly skilled at identifying and assessing talent using multiple methods, including resume reviews, phone screens, writing samples and presentation reviews, and video and in person interviews; knows and is skilled at using various interviews approaches, including technical, behavioral, situational, and others to determine attitude, aptitude, and alignment of prospects and applicants.
  • Strong experience in workforce planning.
  • Demonstrated skills, knowledge and experience in managing Recruitment function.
  • Results-driven achiever with exemplary planning and organizational skills, along with a high degree of detail orientation.
  • Knowledge of local labour laws.
  • Strong oral and written communications skills.
  • Excellent negotiation skills.
