The individual will be responsible for the development and implementation of RAKEZ annual procurement plan taking into consideration all functions needs, previous demand and supply levels and allocated budget. He/she will also be responsible for the end-to-end sourcing process which includes Vendor/supplier development & management ,Contracts administration , service relationships for the organization, including managing contractual services, service level agreements (SLAs), acting as a liaison between internal stakeholders and the supplier & Business partnering and managing renewals; responsible for driving value across the contracts and supplier relationships including commercial contract compliance and performance. In addition , he/she will be managing the day-to-day operations of the Procurement function including overseeing all transactional activities associated with sourcing and procurement while ensuring compliance to the approved policies and procedures.
Responsibilities
- Lead the coordination of all functions with the competitive bidding and selection process as well as assist with the financial and contract negotiations.
- Prepare contracts and agreements of contractors based on the approved templates.
- Work with the Legal, Finance and other technical departments to develop standard contract templates and review any terms of business which are not as per the approved standards.
- Monitor contract compliance to ensure they are in line with company terms and escalate any risks or contractual risks.
- Implement innovative contracting approaches such as framework agreements/ blanket agreements to achieve positive outcomes and drive down procurement costs while keeping quality at a good level.
- Manage operational issues with vendors such as delivery, price, quality or service issues to ensure high standards and quality of goods/ service.
- Verify and qualify vendor contracts, and initiate and support Requests for Proposals to procure additional services when required
- Develop the vendor sourcing strategy in conjunction with key business partners to address and meet business needs.
- Develop and implement vendor and contract management and SLAās framework agreements, to drive down procurement costs while keeping quality at a high level.
- Understand the external market dynamics and engage with new suppliers /products to deliver business growth.
Qualifications
- Bachelorās degree.
- End to end experience in procurement function.
- Membership of the Chartered Institute of Procurement and Supply (MCIPS) will be preferred.
- Minimum 5 years of procurement experience in a similar role gained with a recognized organization(s) or in a supplier relationship management role.
- Fluent in English (Arabic is required).
- Strong experience in leading commercial negotiations.
- Strong Stakeholder Management skills.
- Strong relationships and knowledge of vendors in the region.
- Strong knowledge of ERP systems such as SAP.
- Highly developed interpersonal and communication skills including influencing and negotiation.
- Experience socializing and institutionalizing policies and procedures.
- Highly organized with superior attention to detail.
- Proficiency in MS Office packages.
