Job Purpose
Ensure optimal funding availability to finance growth initiatives of ENOC & its various businesses; provide customised financing solutions for working capital, Capital expenditure, organic & inorganic projects of various subsidiaries of the Group. Arrange, implement and establish robust cash and liquidity management practices across ENOC Group companies (including Dragon Oil) to optimise Debt and Surplus cash position, cost of borrowing, Investments and Loan maturity profile. Strategize and ensure sound financial risk management policies and practices are in place to secure long term sustainability of ENOC Group. Develop robust Treasury plans for all new ventures, local and global in the upstream, mid-stream and down-stream segments. Strategizing, implementing and establishing continuous monitoring framework for an effective Group Credit Rating Program
Principal Accountabilities
Group wide Debt Financing & Funding strategies
a. Project Financing and Financing Closures
· Develop Funding strategies on approaching Bank & Capital Markets; present the information pack to the lenders as per the agreed funding plan.
· Establish information requirements to be captured in information memorandum and advise business units for providing information pack accordingly thus ensuring bankability of the proposal.
· Undertake thorough due diligence of the information pack and submit to the lenders.
· Review financing proposals received from the lenders and evaluate terms and conditions, make amendments as per the commercial consideration agreed in the term sheet.
· Participate and lead negotiations with lenders for bid improvements.
· Liaise with external and internal legal counsels and ensure timely execution of the facility documentation.
· Lead compliance of all major Conditions Precedent in the loan documentation to achieve timely completion of the financial closure and drawdown.
· Ensure satisfaction of all the agreed covenants and undertakings in the loan documentation post drawdown of the loan and advise necessary initiatives to take corrective actions.
a. Working Capital and Liquidity Management
· Lead assessment of working capital requirements of all wholly owned companies and structure customised solutions and discuss action plan with the Department Head for securing adequate facilities for the group.
· Evaluate bank facility documentation and recommend amendments to ensure standardization across similar facilities from other banks.
· Lead and organise review of rolling cash flows of major subsidiaries and efficiently utilize the available banking lines for filling in the mismatch of funds within Group companies
· Monitor the major macroeconomic factors and analyse trends in global financial markets on a continuous basis and provide economic intelligence to manage financial risk including Foreign Exchange and interest rate risk on behalf of Group companies
· Monitor the liquidity position of ENOC and its major upstream, mid-stream and down-stream subsidiaries and establish an effective funds management system within the Group.
· Ensure effective functioning of Trade finance activity, review trade facilities on a continuous basis and ensure adequacy for all future non-funded requirements of the Group.
· Strengthen alliances with all relationship banks and initiate strategic coalitions with new banks.
Group Credit Rating Program
· Facilitate Group’s Credit Rating exercise; prepare & update quarterly rating information pack
· Comprehend the rationale and sensitivities considered by the rating agencies and support strategies to improve capital structure
Expert Trade Finance & Financial Risk Advisory
· Lead and establish guidelines and advice Business Units across the Group on major trade finance and foreign exchange transactions.
· Monitor latest developments in the field of trade finance and foreign exchange and disseminate knowledge by conducting workshops on new treasury products and developments with business units.
· Responsible for review, negotiation of hedge documentation (ISDA) with banks (Interest Rate Risk) and perform Effectiveness testing and compliance under Hedge Accounting as per IFRS.
Shareholder & Top Management Reporting
· Provide comprehensive reporting to ICD, DoF & senior management on timely basis, with accurate information and adequate analysis. Initiate improvements in reporting formats and use available techniques to achieve greater efficiency and quality
· Provide other ad-hoc Treasury information and reports as required by various external stakeholders.
· Ensure synchronization of banking systems with the Group ERP for seamless recording of transaction flows.
Treasury Control & Financial Audits
· financial accounting team in line with IFRS requirements for preparation of financial statements.
· Ensure control mechanism are in place for monitoring Treasury Positions, bank payments, intercompany balances etc.
· Responsible in the conduct of internal audit / Government Audit of the Group Treasury department and compose responses to observations in the audit reports on department activities
Minimum Requirements
Education and certifications
· Educational Qualification: Qualified Chartered Accountant / MBA in Finance
· Excellent understanding Conventional & Islamic Financing products. Strong understanding of derivative instruments and ISAB hedge accounting rules. Awareness of related IFRS and GAAP.

Experience
· Experience: 15 years of post-qualification experience. At least 5 years in a managerial role Corporate Treasury / Banks / Financial Institution is the region.
· Relevant experience in long term fund raising, Debt Capital Market & managing multi-billiondollar portfolio.
