Stanley Consultants is currently seeking a Senior Civil Engineer/Project Manager to work within our Federal team. This full-time position will perform civil-related design coordination and project management in support of military base facilities, airfield, road, and site design projects. This includes managing activities related to project scope, schedule, cost, quality, communications, resources, and risk elements to optimize client service, quality, and fiscal responsibility. Working from our office in the United Arab Emirates (UAE), this position provides a quick response to support our clients in the region.

We are looking for a minimum two-year commitment for this opportunity, so will entertain the range of candidates from those looking for a two-year adventure, to those looking for long-term relocation.

The successful candidate will exercise judgment in evaluating, selecting, and applying standard design engineering techniques, procedures, and criteria to support design decisions and modifications. The positionā€™s responsibilities will include quality reviews of design plans and specifications, participation in design charrettes, producing charrette reports, site visits, and engineering services during construction. Additionally, in support of business development efforts, aid the Business Development Manager on regional pursuits and response to requests for proposals (RFP). The position will potentially lead a design team with responsibility for delegating work tasks, managing the work schedule, and ensuring proper work coordination amongst the team and with other technical disciplines.

Work will be on projects for the Department of Defense or other federal clients from a variety of branches and districts and will involve domestic and international standards.

Essential Duties Include

  • Interprets, organizes, and coordinates technical design engineering assignments involving unique or controversial problems which significantly affect major projects.
  • Plans organize and recommend programs and resources for the discipline to meet the objectives of the contracted projects.
  • Determines client requirements and assists in the interpretation of specifications, drawings, instructions, and related documents.
  • Prepares and modifies charrette reports and construction schedules for projects.
  • Serves as technical liaison with clients on project efforts and coordinates technical efforts within design areas.
  • Assists in the coordination of pricing, estimating, scoping, and marketing strategies for proposed projects.
  • Consults with construction personnel concerning design constructability as related to field conditions, sequencing, and scheduling of construction activities.
  • Attends onsite and offsite client meetings. Regional international travel will be required.

Background Requirements

  • Must possess a bachelorā€™s degree in civil engineering from an accredited four-year college or university.
  • Licensed as a U.S. Professional Engineer (PE) required.
  • Credentialed as a Project Management Professional (PMP) a plus.
  • Must possess 10 or more years of relevant experience.
  • Experience in and fully capable of using or learning the latest remote communication software required. Ideally experienced in the use of Microsoft Teams.
  • Proficiency in AutoCAD Civil 3D software and tools utilized in the development of site civil grading, corridor models, sections/section views, and general civil paving and grading designs is a plus.
  • Must have experience with Uniform Building Code (UBC), Department of Defense (DoD) Unified Facilities Criteria (UFC) and Unified Facilities Guide Specifications (UFGS). OCONUS military planning and design experience a plus.
  • Must be willing and able to travel in the Mid-East region – approximately 15% total travel per year.
  • Demonstrated capabilities and success in managing medium to large projects.
  • Thorough understanding of inter-disciplinary design coordination.
  • General knowledge of construction techniques and an ability to read plans and specifications.
  • Secret clearance is preferred but not required.

  • Must not have any outstanding criminal warrants or felony convictions.
  • Must be able to read, write, and speak English fluently.
  • Must be available and willing to work flexible hours and occasional overtime.
  • Must have good vision and be in good physical/health condition.
